題名:新近西方障礙社會模式理論對身心障礙教育發展的省思

  近年來有諸多新的教育理念、意識型態與哲學思潮衝擊並推動特殊教育的改革與前進,使得身心障礙教育亦有諸多不同面貌的呈現與多元性與異質性。其中晚近之「障礙社會模式」(social model of disability)的提倡與呼籲,對於身心障礙教育更具有歷史性、時代性、與批判性的建構,就「社會模式理論」而言,著重「障礙」之社會學解構、建構、詮釋與批判研究,可以避免身心障礙者在社會的洪流中邊緣化、泡沫化與隔離化;其過程並蘊含著「化不可能為可之能」的社會工作精神、人道主義的教育有學分析、與社會學之想念的再造,以及將「能力-自由」模式轉換為「自由能力」的思考模式轉換,卻有可能更進一步使得身心障礙者之自由平等的全人」(whole human beings)理念獲得落實與重視。就我國而言,隨著民國八十六年所修正公布的「特殊教育法」與「身心障礙信,保護法」所提供的保障,身心障礙者有關特殊教育、醫療保健、社會安置與職業重建等的保障方面也已具備法令架構。但是,就近二十幾年來的我國障礙者社會帽利與特殊教育的成長時史而言,身心障礙者邁向「自由平等」與「自主獨立」的道路,仍然滿布荊棘與充滿困難。本文謹就障礙社會檳式的觀點,探討西方障礙社會模式理論之基本精神與概念,詮釋障礙理念之多元觀點與對身心障礙教育的意涵,以及障礙社會模式理論對次國身心障礙教育的一些展望與省思,以促進國人對身心障礙者「自由平等」與「全人觀點」之呼籲與重視。
