Under the technical and vocational education reform in Taiwan, no matter what fate the junior colleges will be, we are concerned for the students of the junior colleges in those transformed technical institutes. This article used quantitative method to investigate the one credit required course of library-use education for the five-year junior college freshmen in business and management majors at Takming Technical Institute. Base on a 3-six principle, "Information literacy education as theory, library-use education as practice", the author suggests that enhance the students' library literacy and construct a model for designing the course to meet both needs in teaching and learning . The author observed the case of Takming, and several remarks were given in the end to share with those who are concerned about technical institute libraries in Taiwan.
