Sustainable Development is becoming a new paradigm for human society. The new paradigm approves the contributions of biological community to the living quality of human being. Human society could not sustain without biological community. Accordingly, in setting LA21 into actions, government has to shape a partnership governance model for citizen participation, devise a new decision-making institution of which rules are made with considerations of green thought and learning, and reconstruct a wholly new community system abounded with land values and ecological ethics. And the responsibility of local government is making an effort to maintain a well-functioned decision-making institution and encourage public involvement so as to enhance governance capacity and consolidate community consensus for sustainable development. Finally, this study also devises four recommendations: developing a local-consensus-based model of sustainable development, scheduling a LA 21 agenda, enriching community education for sustainability, and taxing local enterprises for green responsibility.
