永續發展正逐漸成為一種社會與生活的新範型。這個新範型同意的社會價值肯定生物社群對於人類生活品質的貢獻，唯有生物社群能夠維持活潑的生命力時，人類社群才能獲得健全的發展與永續社會生存。因此，政府在推動二十一世紀永續發展議程時，必須形塑公民社會參與的夥伴治理模式，建立新的決策行政體制，自學習與全觀的角度來思考問題，理性探討永續發展的理念與意義，重建社會體系的土地倫理與生態價值觀。地方政府的責任就是要設計並建構合理的決策體制，提昇體制治理能力，同時激發民眾的決策參與，凝聚地方社會共識，戮力永續發展行動。文中也建議我地方政府應發展以地方共識決策為基礎的永續發展推動模式，積極推動地方二十一世紀永續發展議程的規劃與研擬，深耕社區總體營造、落實社區永續教育，根絕社區污染生產、深化地方企業環境生態保育責任，漸進達成生態、生活、生產三生並重的永續發展目標。

Sustainable Development is becoming a new paradigm for human society. The new paradigm approves the contributions of biological community to the living quality of human being. Human society could not sustain without biological community. Accordingly, in setting LA21 into actions, government has to shape a partnership governance model for citizen participation, devise a new decision-making institution of which rules are made with considerations of green thought and learning, and reconstruct a wholly new community system abounded with land values and ecological ethics. And the responsibility of local government is making an effort to maintain a well-functioned decision-making institution and encourage public involvement so as to enhance governance capacity and consolidate community consensus for sustainable development. Finally, this study also devises four recommendations: developing a local-consensus-based model of sustainable development, scheduling a LA 21 agenda, enriching community education for sustainability, and taxing local enterprises for green responsibility.
