基於全球暖化所造成環境氣候異常變動，各國政府開始嘗試透過全球性環境公約的訂定，採取積極政策行動以期抑止二氧化碳排放所導致的溫室效應危機。臺南市政府已於二○○八年一月一日正式執行「反怠速政策」（anti-idling policy）。然在此一政策制定過程中，僅呈現出有限決策人員的研討參與，卻未見導引多元群體的廣泛討論、進行政策主張的論證分析以及探究價值判斷的認知歧異。基此，本研究規劃以此項地方永續發展政策推展為主要探究焦點，期望依據政策論證（policy argument）結構進行公眾參與之論證模式歸納。其後，為期檢證各公眾群體的價值認知原則，研究再以「臺南市推行地方永續發展政策之核心價值」為焦點，施行社會判斷理論（Social Judgment Theory, SJT）準實證研究，以求針對臺南市地方多元群體進行地區永續發展政策論證時，所採行之認知模式判斷原則萃取分析，並進行認知權重檢測。研究結果除發現，臺南市的反怠速政策推展過程中，存在多元的論證觀點主張、論證思維模式以及價值認知原則外，亦發現相較於民意調查的純粹數據分析，運用政策論證以分析永續發展議題更具深層論理性與政策解構性。依此，研究乃提出相關建議，期作為地方永續發展政策之參考依據。
In order to address the worsening impact of global warming, many countries have devised a variety of activities to promote energy saving and carbon reduction. Though the anti-idling policy has been implemented by Tainan City Government on January 1, 2008, the issue of cognition of core value in local sustainable development is still taken no notice of. Hence, the study will focus on such local sustainable policy as the anti-idling, explore kinds of viewpoints of value of multiple groups, and figure out modes of policy argument. Then we will employ the Social Judgment Theory (SJT) method to take cues from the dimensions of value of economic, social and environmental development to explore the cognition of stakeholders of the anti-idling policy. Results of this study illustrate that the diversities of cognition of value of multiple groups in local sustainable development as well as the characteristics of clarification and deconstruction of policy argument. The results are expected to provide suggestions regarding local sustainable development policy.
