　　　　　時至今日，對網路民主要行探究，瞭解其可能有的發展，已是無法迴避的課題，然而，即便網路民主終究只是畫餅，網路科技的持續大幅發展會影響民主政治發展，則可確定無疑。因此，我們除了有時必要設想網路科技可能對民主政治造成的改變，更須綢繆因應之道。其中關鍵，除了探析網路是否可能促成新的民主模式，更在於由公民如何在網路實踐民主的探討，設法釐清其資格、身份因網路所可能產生的變化：公民的意義是否因此產生變化？公民權意涵是否有了修正？公民素養的要求是否需要調整？如果確是有了不同，則當如何因應？這就是本文所欲探析的主旨所在。
　　　　　No matter whether cyber democracy may develop successfully or not, the huge advancement of CMC and ITC's can still affect democracy deeply. Therefore we must try to figure out what kind of changes cybernet may bring to democracy, and how can we deal with it. The key point of this is try to make clear is there any chance that cyber democracy can be a new model of democracy? How do citizens practice democracy with/in cybernet? Clarify whether the meaning and content of citizenship and civil rights may change, if the answer is positive then how we adjust it? All these mentioned above are the targets here.
