The trend of globalization has also aroused the risky-globalized-impact. The outbreak of SARS upsets the global optimismmists and the traditional concept about national security. Moreover, the Security studies community now emphasizes the human security that was used to be ignored. This article begins with human security by which was threatened SARS, then analyzes the new Cross-Strait relations after the SARS era and express our opinions about the future Cross-Strait relations. In Taiwan's case, SARS was the non-traditional security threat came beyond the territorial boundaries, however, in China's case SARS was the Dangerous security challenge of indigenous disease. Therefore, Taiwan and China have separately impelled different disease control management and reconstruct the definition of security by their own situation. This article concluded that as the nations effectuate global enlargement strategy based on human security, the two states would construct the common value and consensus of human security more easily. In other words, the Cross-Strait dialogue could construct "ideal type" democratic societies based on the common interest in human security and dignity.
