     能力指標是九年一貫課程綱要提出的新詞彙,根據課程綱要陳述之能力指標功能,能力指標是目標的一個同義詞。理論上,能力指標應是所有指標使用者(如教科書編輯者和審查者、教師、學生、家長、行政人員、測驗發展者等)的共同語言。然而能力指標在體例和敘寫方式並不一致,而且許多指標內涵不夠明確清楚,因此,出現一套指標,各自表述的情形。九年一貫課程能力指標的角色與美國標準為本教育的學習標準很類似,標準為本教育旨在為所有學生設立明確且有挑戰性的學習標準,並幫助他們達到標準,培養其能具備成功因應21世紀挑戰的知識和技能。標準的發展和修訂涉及許多技術課題,因此,本文透過美國研發標準的經驗,從技術面談九年一貫課程能力指標建構的課題。本文首先敘述「美國標準為本教育」的背景、理念和發展概況,闡明標準在教育改革中的角色;其次,就內容標準和表現標準建構的技術性課題作深入探討,並就九年一貫課程綱要能力指標敘寫的問題進行分析。最後,對九年一貫課程能力指標系統的建構提出建議,以供未來修訂課程綱要和研擬相關配套參考。
