The globalization brings the new world politics, economy and value order. It is quiet obvious will impact on each country. In recent years, the globalization has led to the relocation of industries and skilled workers. A major consideration for enterprises engaging in industrial restructuring and technological upgrading is control of costs. To the end, a more flexible approach has been adopted in the use of human resource development. This article will explain the influence of globalization on labor market and human resource development by literature generalizing. On this foundation, enterprises will emphasize on the importance of employment flexibility and human capital. So I will makes some suggestions in this study, the five vocational training strategies can be implemented by five approaches which would help the authorities to make excellent policies combining the local human capital and global labor marketing situation.
