As the society in Taiwan is continuously developing, the Ministry Economics Department of Commerce has executed a series of plans to improve the operational environment of domestic small business districts since 1995. These plans were set to assist domestic small business for adapting the macroeconomic change and for improving the operational and competitive capacities. Throughout the process of the development of business district, some key success factors were found for in-depth discussion. Thus, this study was founded on the past research and experts' opinions to construct the key success factors of small business districts. Further, this study employed the Fuzzy Delphi method and Analytic Hierarchy Process to integrate the experts' opinions from different fields. The results revealed that the quality of service is the most important success factor for business district, followed by the organizational operation of business districts, store operational management, marketing promotion, project guidance, and space construction in business district. The results of this study also confirm that the key success factors employed in this study can be a reference for further governmental programs.
