This article explores how to integrate natural hazard mitigation into the national planning laws and system to reduce the losses of human lives and property from natural hazards. Firstly, this study employs the method of literature review to discuss the theories and examples of integration of both land use planning and hazard management. Secondly, this study also proposes the connection between land use planning and hazard mitigation, which can be considered as an effort to integrating both land use planning and hazard mitigation. Lastly, taking National Land Planning Act as an example, this study discusses how to incorporate the mentioned concepts into the law-making process of the Act; the statute refers to the National Planning Act draft, the latest version that has been sent to the Executive Yuan on July 28st, 2014. As for the theory, this study advocates the objective and instrumental values of land use for hazard mitigation; that is, achieving the goal of disaster prevention for special points, lines, and areas. This study further suggests how to integrate the theory and experience into the National Land Planning Act and the other active urban planning laws and regulations. Lastly, this study hopes that hazard mitigation can be integrated into each level of National Land Plans in order to build "resilient community."
