This article, with documental analysis, focuses on two major fields of current domestic special education- gifted aspects suchas special education's developmentm, situation analysis, evalration and problem, then makes several suggestion. Current situation of gifted and handicapped education is discussed through aspects of policy, practice, effort-exam and trend. Suggestions are as follows: (1) Put gifted and handicapped education into legislation separately. (2) Distribute educational resources according to prevalent rate of exceptional children. (3) Set up norm of special education's development, in order to evaluate ptactices of administrative system. (4) Promote qualitative and Quantitative researches of special education equally. (5) Make researchers and develop diagnosis instrument enthusiastically. (6) Put proportionally regional development of special education into consideration. (7) Enforce the regulation of pre-service and inservice training. (8) Promote experiments of figted education and it's curriculum. (9) Put cognitive, affective, and intentional learning into gifted education. (10) Revise or formulate cutticulum essentials for individual with handicap. (11) Develop disdinguish features of each normal university's special education department. (12) Focus ten-year vocational education on curriculum and guidance of transition.
