本文主要將新竹科學園區與新竹區域放到全球經濟的脈絡中，以「學習性區域」的概念，分析新竹科學園區產業體系的發展動力，並以「區域動態競爭優勢」的概念，來分析新工業空間的形構對於新竹區域經濟發展的影響。早期的新竹，乃因國定直接推動技術移轉到商品化生產，而啟動發展，然1990年代後國家領導產業發展的能力減弱，在全球化與地方化進一步鑲拼深化的過程中，新竹科學園區演化出「非貿易性互依」的創新協力網絡和「區域創新體系」樣態，然而園區外傳統工業與園區的關係並未超越「貿易性互依」的上下游關連，甚至大部份與園區產業體系是去聯繫的，新興工業體系對於新竹區域的勞動力「競爭－排擠」的阻滯效果大於產業「外溢－關連」的涓滴效果，形成「脫落」與「構聯」的兩極化區域再結構形式。最後，本文以得出的「高科技區域不均等發展」新竹模型基礎，進而提出後續研究與理論整合的建議。

　　　　　This paper mainly tries to put the development of Hsinchu Science-based Industrial Park (HSIP) and the Hsinchu region into the context of the global economy. This paper analyzes the developmental dynamics of the industrial system of HSIP with the concept of "learning region", and analyzes the influences of the formation of the new industrial space on the Hsinchu region's economic development with the concept of "regional dynamic comparative advantage". Among the early days, It's the state pushed the technology transfer directly to commercial production that initiated the development. After the 90's, the ability of the state to guide the industrial development was weakening. While in the process of the globalization and the localization further embedded in each other deeply, HSIP evolved the "regional innovation system" innovation cooperative networks and the figuration of "regional innovation system". While the relations between the traditional industry outside HSIP and HSIP were not beyond the "traded interdependent" upstream-downstream linkage, even mostly were disarticulated from the industrial system of HSIP. The backwash effect of the labor force“competition-exclusion" from the newly industrial system toward the Hsinchu region is larger than the trickle down effect of the industry“spillover-linkage”, and some to the polarized regional restructure form of "articulation" and "disarticulation". We conclude the spatial process of "hi-tech regional uneven development": the Hsinchu model, and finally put forward the proposition of afterwards research and theoretical integration.
