A Historical Analysis of Formation and Development
of Welfare Privatization in Taiwan
Abstract
The purpose of the dissertation is try to find out a new way of thinking or to make a breakthrough for the privatization of social welfare in Taiwan.
For a decade, welfare privatization has become a very important strategy for social service delivery system in some pragmatic reasons. But the problem is that which been fallen in ideological and operational dilemma about welfare privatization.
As we know, welfare state has become a critical point for the development of social welfare in modern Taiwan, but the role of government in welfare privatization is still ambiguous. Facing those problems, my study is try to clarify what welfare privatization really is, especially to understand the logic of operation and characteristics about welfare privatization. Using the historical analysis from the basic historical materials and literatures, we will understand what the meaning of welfare privatization and which will give us total picture of welfare privatization.
My conclusion is that welfare privatization in Taiwan has become important issue in both conceptual and practical field. Incidentally, once when we have profound understandings about welfare privatization in this exploratory study, it will give us the limitations and alternatives about the functions of welfare privatization.
