本文應用模糊決策實驗室分析法(Fuzzy-DEMATEL)與分析網路程序法(ANP),分析探討台灣科技產業與傳統產業創新能力(Technological Innovation Capabilities,TICs)之決定性因子與權重關係。創新能力包含多種特性且複雜糾結關聯之能力,本研究將釐清特性之間的因果關聯關係,以提供企業準確掌握少數決定因子,讓有限資源發揮最大效果為本文目的。
本研究先藉由模糊德菲法(Fuzzy Delphi method),建構創新能力構面與準則,再透過模糊決策實驗室分析法分析創新能力構面與準則之間的因果關係,最後利用分析網路程序法來找出構面之間的權重關係。根據文獻回顧及20位學者與專家篩選,本研究建構出創新能力之6項主要構面和20項準則,再邀請40位專家(20位科技產業專家、20位傳統產業專家)進行創新能力構面之關聯關係評估,並以模糊決策實驗室分析法,分析並建構構面之間的因果關係,確認出臺灣科技產業與傳統產業的創新能力決定性因子,最後邀請30位專家(15位科技產業專家、15位傳統產業專家)進行創新能力構面之權重關係評估,以找出構面之間的權重關係。
研究結果顯示,就構面而言,創新管理能力是科技產業與傳統產業的創新能力決定性構面,它影響其他5個構面;在準則中,以學習能力為決定性因子。因此,面對產品生命週期不斷縮短與顧客需求變動快又大之競爭環境下,整體而言,企業為提昇創新能力,必需著重創新管理能力的提昇;在細部因子部分必需強化學習能力,也就是企業能夠從內部組織中辨識、吸取和利用知識之能力,可增強企業本身的知識管理能力、創新決策能力,以強化創新能力。
This paper applies Fuzzy-DEMATEL and ANP to analyze the decisive determinants of innovation capabilities (TICs) and the weight relation in Taiwan's high-tech and traditional manufacturing industries. Innovation capabilities comprise various features that are complex and interrelated. Thus, the paper is to clarify the causal relationship of the various features to provide enterprises with few certain determinants maximizing the effectiveness of resource utilization precisely.
In this study, the fuzzy Delphi method is used to construct the dimensions and criteria of innovation capabilities, and then the causal relationship between them is analyzed with the Fuzzy Decision-Making Trial and Evaluation Laboratory methodology (Fuzzy-DEMATEL). Finally the weight relationship between the dimensions is found through ANP. Based on the literature reviews and screenings of 20 experts and scholars, this research constructs six main dimensions and twenty sub-criteria. Additionally, the relationships were evaluated through questionnaires addressed by 40 experts inclusive of 20 from high-tech industries and 20 from traditional manufacturing. Then the Fuzzy-DEMATEL method was applied to analyze and construct causal relationship between dimensions and criteria and to affirm the decisive determinants of innovation capabilities in Taiwan's high-tech and traditional manufacturing industries. Finally, 30 experts inclusive of 15 from high-tech industries and 15 from traditional manufacturing are invited to evaluate the weight relationship between the dimensions in the innovation capabilities.
As a result, in terms of dimension, the research shows that the innovation management capability is the decisive factor of innovation capabilities for high-tech industry and traditional manufacturing industry affecting the other five dimensions;However, in terms of criteria, learning capabilities are decisive determinants. In consequence, facing the incessantly shortened life cycle of the products and under increasingly fast-changing and great competition environment in customer demands, all in all, the enterprise must value to upgrade the innovation on the management capability for the innovation capabilities; As far as the detailed factors are concerned, the enterprises must enhance the learning capabilities to recognize, absorb and make use of knowledge from the interior organization in order to strengthen the capabilities on the knowledge management, the innovative decision-making and technology of the enterprise itself.
