  近年來,身心障礙者之「生涯轉銜」、「就業轉銜」與「個別化轉銜計畫」的議題,已逐漸受到國內特殊教育單位與政府的重視,其中家長與父母參與部分亦是重要的發展趨勢與論點。尤其父母是身心障礙者主要照顧者,最了解障礙者的人格特質、生活及教育、醫療背景,身心障礙者許多價值觀、生涯目標的塑造也常是因家庭環境而來。然而我國在推動身心障礙者轉銜過程當中,雖然於「身心障礙者保護法」、「特殊教育法」與「特殊教育法施行細則」的相關法規中,已明訂轉銜服務內容與父母的參與,但對於父母參與轉銜過程的理念與相關實務作法,卻較少涉及與探討。因此,本文就父母參與轉銜的法源基礎、參與層面、父母的角色、責任與期待、參與轉銜的方式等層面做探討,以提供我國促進身心障礙者父母參與轉銜的參考。
