「全球化」造成的「二律背反」現象，為地球的一方帶來了極大的利益，也為地球的另一方帶來了許多的挑戰。許多已開發國家，在現代化的基礎下，很快地能與全球潮流接軌，甚或引領全球走向，並從中獲得極大的利益，但相反地，也有許多開發中國家，在全球化的洪流中迷失，甚至深受其害。顯而易見地，這些全球化所帶來的利與弊，最直接即反映在全球經濟現象的轉變，這些轉變包括了後資訊時代中知識經濟力量的抬頭、虛擬交易的新經貿型態，以及全球經貿整合的現象等等…，對於若干國家、政府而言，這些現象與其說是利益、契機，不如將其視為挑戰。本文將從全球化錯綜複雜的現象中，綜理出「經濟全球化」的本質及其可能產生的影響。並從政府職能典範轉變的視角切入，探索經濟全球化後，現代政府應有的政策思維與可能發展的走向。

The phenomenon of antinomy caused by globalization has brought enormous benefit to one side of the earth; on the other side, it ahs also brought many challenges. Under the foundation of modernization, many developed countries can quickly follow the global trend, and even lead the global movement; thus they have gained great benefits. However, on the contrary, many developing countries are lost in the wave of globalization and are even harmed by it. Apparently, the benefits and disadvantages brought by globalization are directly reflected on the transformations of global economic phenomenon. These transformations include the rising of knowledge power in the post-information era, new trade and economic style of virtual transaction, and the phenomenon of global economic and trade integration. For some countries and governments, the phenomenon would rather be regarded as challenges than benefit or opportunity. This paper will comprehensively organize the natures and the possible influences of the "economic globalization" under the intricate phenomenon of globalization. Also, from the angle of paradigmatic transformation of government function, we will explore the policy thinking and possible development of modern government in the post economic globalization era.
