Volunteers are necessary in this modem society in such areas as environment protection, children’s safety, traffic control, etc. Two important issues are to organize the volunteers and to maintain the quality and quantity of volunteers to meet the needs of society. The definition of volunteers and the types of services provided by the volunteers are considered in the most general terms including: (1) Volunteers for certain units, and (2) Volunteers for special services. The regulations and qualifications for using volunteers are determined by the organizations where the volunteers are used. To develop some guidelines for regulating the volunteers can be difficult. Regulating the volunteer based on ethics is proposed. Related regulations are developed in three categories: 1. The Volunteer Services Act: The volunteers service society freely, thus, there is no special format when the volunteers serve. To develop the regulations, the harmony between the “value of the services” and “management ideas” must be carefully considered. Also, the high degree of “citizen’s realization” and “free will” for return must be carefully emphasized. 2. Related Regulations on Volunteers: Volunteer service regulation can provide some legal support when the regulation is not supported. 3. The Volunteer services not included in the regulations: Due to the need, any professional organization can have volunteers and is under the inference of the traditional service ethic. At the present time, the Volunteer Service Act places emphasis on social welfare and. related items. In order to begin the regulations of organizations, some advancement is needed.
