This article is selected one of the most important international trends in the 21stcentury - Non-Government Organization (NGO), and discussion on the increasing soft power of voluntary service, how it promotes NGO and how to make it enhance the quality of human life in the global civil society, and support the international peace, The study is based on literature review approach, Three Taiwanese Non-Government Organizations are chosen as case study. They are Buddhist Compassion Relief Tzu Chi Foundation, Taiwan, The International Association for Volunteer Effort, Taiwan. (IAVE TAIWAN) and The International Committee of The Red Cross, The Republic of China, to analyze how voluntary service assists the Non-United Nation member, Taiwan, in participating in INGOs, how to find its way to break through the diplomatic dilemma of Taiwan and to combine the power of public and private sectors to contribute to the global citizens for dignity of 23 million people in Taiwan.
