育嬰假的規定是為婦女在平衡家庭照顧跟職場持續參與所建構的重要規定。然而育嬰假的申請,除了在勞動市場可能產生勞動的負面效應之外,更可能存在著經濟的負面效應。尤其是申請育嬰假的家庭,在期間頓失一方勞動薪資所得,對於維繫家庭經濟安全有著重大的影響。國家部門針對此部分研擬撥放育嬰留職津貼,藉以協助育嬰期間家庭在停職期間取得有效的經濟支援。育嬰留職津貼發放的定位及後續發展所形成的制度性支持,都將成為婦女為育嬰家庭照護,退出勞動市場後所僅有的重要支援。育嬰的國家責任更應被積極強化於制度的支持體系,如此方能建構家庭的經濟維繫及後續育嬰假申請者重入職場的穩定基礎。文末並提出相關支持限制和服務系統的困境,及未來可能的因應策略。
The parental leave constructs the bridge of family caring and participation of labor market. However, the application of parental leave leads to the negative effects of labor and economy. Especially, the family of application parental leave will fall into the deficient labor wage which has significant influence in the maintaining economical security. The governmental sectors focus on the subsidy of parental leave which struggles to maintain the economical supports in duration of family parental leave. But the orientation of subsidy in parental leave and the continued institutional supports will become the significant supports when women apply the parental leave for the family caring. The role of state should be putted in the important position in the institutional supporting system. By way of the running of supporting system can give assistance the family economical maintaining and the stable base of reentering labor market. At the end of this article, it brings up the issues regarding limitations of relevant short of back-up system and service and its future possible strategies.
