旗艦競爭型計畫實施之目的是運用社會福利的經費補助，進行「由下而上」社區營造的方式發展「聯合／跨社區」之概念，讓已經發展成熟的社區，引領周邊具有潛力社區，提供推動社區方案的經驗，使潛力社區也能得到成長機會，發揮「旗艦領航、艦隊跟上」的精神，建立「聯合社區」區域型福利服務網絡。 政府部門將權力下放，由民間社區組織力量，執行跨社區營造「在地老化」目標，其實是極富挑戰的事。本文嘗試以「屏東市社區平安幸福服務站」旗艦型計畫執行服務模式為例，探討承辦社區（歸來社區）如何輔導與協力參與社區一起開發社區人力資源以營造福利化社區的過程。

The local competition project financed by the social welfare budget is designed to develop a community network program organized from the button to the top. The far developed community guides the neighboring communities in establishing a community welfare service network. The government empowers the community to archive the goal of aging in place. This is considered as a huge challenge. This article describes the functioning of the competition project performed in Pingtung Guei-lai community and the neighboring communities. We want to find out how the leading community guides and assists the neighboring community to activate human resources for establishing a welfare community.
