歐洲聯盟歷時五十幾年的深化與廣化，藉由超國家機關規劃制定法案與共同政策實現歐洲統合目標，從一九五○年代戰略能源管理發展到歷經六次擴大為二十七國政治版圖，其依據的是不同於國際組織的自主財源與日新月異的預算規範；歐洲統合進程與歐盟預算爭議是息息相關，發生在六○年代「法國問題」、八○年代「英國問題」與「擴大問題」等均起因於預算權限不協調與預算分配不平衡，因而國家利益與主權觀念延宕歐洲統合的終極目標。 歐盟長期檢視預算制度的缺失，致力於增闢自主財源、推動多年度財政架構、建立機關間協議、改善結構基金管理，以及持續因應財政現況多次修正預算規範，藉以預算機制不斷改革達到機關職權常規化、預算收支合理化與歐盟結構體制化。歐盟預算是實現歐洲統合目標的工具與內涵，預算結構代表歐盟執行法案與共同政策的指標；本文論述歐盟預算沿革、機關權限、審議程序、機關間協議及多年度財政架構等議題，據此瞭解歐洲統合進程的曲折與未來面向。
The European Union has been deepening and enlarging itself for more than fifty yeas through supranational institutions by planning and implementing common policies to achieve the objective of European integration. Stating from the management of strategic energy sources in the 1950's and six enlargements, it has developed into a political territory consisting of twenty-seven countries. Being different from the own source of most international organizations, its basis is rather a constantly innovative budgetary discipline. The process of European integration is closely related to the budgetary disputes of the EU. In the 1960's was the "French problem", in the 1980's was the "British problem" and the "problems of enlargement." These have caused a lack of harmony in the budgetary authority and an imbalance of budgetary distribution. Thus national interests and the concept of sovereignty have delayed the ultimate goal of European integration. The EU examined the shortcomings of the budgetary system over the long-term; that lead to increasing the own sources, promoting a multi-annual financial framework, establishing inter-institutional agreements, improving the management of contractual funds and incessantly amending the budgetary discipline in accordance with the current financial situation. Following continuous reforming of the budgetary mechanism, the EU will achieve normalization of institutional authorities, rationalization of budgetary revenue and expenditure, systematization of the EU Constitution. The EU budget is the instrument and intentionality used to achieve the objective of European integration; budgetary organization represents the implementation of the EU act and common policies. This article discusses the issues of EU budgetary history, institutional power, deliberative procedure, inter-institutional agreements, the multi-annual financial framework, and from this seeks to understand the complication related to the process of European integration and its future aspects.
