Traditional’s rhetoric model focus on the clear expression , so the concentration is required on the things we wish to express;and to avoid additional views and misunderstandings. Traditional rhetoric arguments fail to pay attention and reject the rival’s arguments. This paper is bassed on the strategic-diplomatic speech of the chapter of faan-ying (fuh) in Gui Gu Zi (Fu, Ru-Yu,1999:116-123) and Wouter (2006:179) study, and updates Dunn (2008: 21) ’s policy arguments model, to propose an analytical framework with depth and breath, taking the example of the formation of the Bush administration’s US$700 billion bail-out plan.
