本研究主要目的有二：一是，瞭解影響勞工政策形成的重要因素；二是，發掘不同國家統治邏輯下，集體協商政策的可能意圖和潛藏原理。本研究檢視一九二○年代到一九九○年代國家統治邏輯的改變，工業關係情境、以及集體協商政策的產出。本文發現，無論是在大陸時期或台灣，國家政策的介入集體協商，乃國家企圖解決統治危機和確保統治正當性的工具。
The aim of this study is two-fold: to discover the major factors influencing the formation of labour policies on the one hand, and to explore the hidden agendas and underlying doctrines behind policies for regulating collective bargaining on the other. The paper examines the transition of the logic of the State’s control, the industrial relations contexts, and the outputs of labour policies. The purpose of the state policy for intervening collective bargaining is in an attempt of resolving a ruling crisis and reassuring a ruling legitimacy.
