社會資本是當代公共政策各領域研究的重要議題，隨著社區逐漸成為一項新的治理範疇，社會資本、社區發展與社區經濟之間的關係，已引發許多研究者的關注。本研究主要在於探討社會資本、社區營造與社區發展之間的關聯性，並嘗試提出社會資本對台灣社區發展的政策意涵。社會資本之「膠」與「潤滑劑」功能的發揮，對相對劣勢社區之經濟、環境、治安、健康等問題的解決皆有正面的助益；社區發展的具體成果，也有助於提昇社區社會資本，社會資本與社區發展兩者間具有良性循環的效果。然而，社會資本對社區發展的影響也並非全然是正向的，社會資本的發展若未能建立在社區發展價值的基礎上，反而可能讓社區陷入封閉與自負的境遇，甚而讓自己陷入孤立之封閉自我與排除他人的危機。為此，社會資本本身應是價值中立的，它可能有助於社區的營造與發展，但也可能不利於社區的穩定。基於對台灣社區發展的政策歷程及其出現的困境之檢視，本文最後提出七項社會資本對台灣社區發展的政策意涵。

Social capital is an important issue in various fields of modern public policy. Because community is increasingly becoming the new terrain of governance, the relationships among social capital, community development and community economy have attracted many researchers’ attention. This paper aims to explore the relationship between social capital and community development, and further, attempts to propose the implications of social capital for policy-makings related to community development. The function of ‘glue’ and ‘grease’ produced by social capital has positive influence upon solutions for economic, environmental, criminal and health problems in deprived community. The outcomes of community development also have promoted community social capital. Both social capital and community development have virtuous circle effect. Nevertheless, social capital is not definitely and totally positive to community development. If the development of social capital cannot build on the value of community development, the community may entrap into a ‘closed’ or ‘vanity’ situation, and further, may take the risk of isolation as a result of ‘closing oneself’ and ‘excluding others’. Therefore, social capital itself is a value-free resource. It may be good to community development. On the contrary, it may negatively impact on the community stability. The policy-makings related to community development must take the potential constraints of social capital on the community development into consideration. After briefly reviewing the process and limitation of community development in Taiwan, this paper is ended by providing seven implications of social capital for future policy-makings of community development.
