Based on the notion of Thomas R. Dye: what policies governments pursue, why governments pursue the policies they do, and what the consequences of these policies are, this paper examines the different choices on culture policy made by former Prime Minister Yu and his successor Hsieh. The result reveals a 45.8% policy change within a very short period of time and with no explanation from the government. The author intends to remind the policy makers that, policy analysis is concerned with "who gets what" in politics and, more importantly, "why" and "what difference it makes." People are concerned not only with "what" policies governments pursue, but "why" governments pursue the policies they do, and "what" the consequences of these policies are.
