本文採用歷史與文獻分析法,分別針對兩次波斯灣戰爭做個案探討,將主要檢視對象置於美國政府及美軍所展現的媒體管理策略與作為上。 本文主要在回答以下三個問題:美國政府及美軍在1991年波斯灣戰爭的媒體管理策略與作為為何?在2003年波斯灣戰爭又有那些媒體管理策略與作為?這兩次相距12年的戰爭在媒體管理策略與作為上究竟有何關連?貫穿兩次波斯灣戰爭的不變手法是「以大量提供新聞資訊來掌控傳播」,而於2003 年波斯灣戰爭更臻純熟運用,藉以達到政府機構間、與主要盟國及作戰戰區指揮部的資訊整合與聯結。
This paper, applying historical research and documentary analysis, was to examine the strategies and measures of media management of the U.S. government and armed forces in the two Persian Gulf Wars. Discussion will include what the strategies and measures of media management were in the two Persian Gulf Wars respectively, as well as what the correlation of these between the two wars was.
