隨著老人與失能人口持續增加，為了降低家庭負荷並改善服務使用者之生活品質，政府提出了各種長期照顧政策與方案，2007 年公佈之「我國長期照顧十年計畫」所納入之服務需求估計與規劃更主導了當前長期照顧服務之輸送。然而，受到既有資料與思維之限制，計畫的初步實施成果並未能達到預期，並持續產生服務之落差。因此，為了瞭解政策規劃與執行之困境，本研究首先探討各種需求理論在照顧服務的運用，並進一步指出既有需求估計之限制，接著，以居家照顧、日間照顧與輔助器具三項服務為例，分析既有服務體系所形成之未滿足需求，最後，為了規劃更貼近顧客導向的長照計畫內容，本研究建議除了持續發展既有的服務型態之外，政府應就長期照顧服務提出明確的承諾與做法，以滿足不同服務使用者的多層次需求。
