國際關係現象愈趨向複雜化，現有國際關係理論解釋能力不足，實有必要探索新的研究途徑。本文目的乃闡釋興起中的國際關係複雜性理論，希望透過此研究能對該理論進行整體性的論述和分析。研究結果顯示，複雜性理論給國際關係帶來許多新視角和貢獻。它協助世人瞭解國際複雜面貌的本質，呈現國際關係複雜系統的運作和影響，解析國際個體回應內外環境挑戰的行動力，顯現國際關係波動面貌與突變原因，指出秩序與變動的共生共存，並且提示複雜化關係下的國際治理。此外，複雜性理論對國際關係的理論基礎提供第三條選擇途徑，打開實證與後實證主義的物質與理念的爭議，強調國際關係的重點在互動關係和演變過程。不容否認，複雜性理論尚存在許多限制和後續努力空間，但是無疑的它是值得重視和探討的新國關理論。
International relations become more complex and fluctuated, and more difficult to be managed. The current international relations theories are hard to foresee changes of international environment, and there is a strong need for an alternative theoretical perspective. The purpose of the paper is to provide the newly-proposed complexity theory to international studies in the hope of being able to understand more and engage with the complex world. The study indicates that the complexity theory can help us knowing better about the nature of the world complex system and its operation and various effects. It shows how international actors interact with each other and adapt to the changing environment in terms of co-evolution process. It also indicates the hidden-causes of erupted changes and breakdown of international order. There is no doubt that the theory is limited in many aspects and more efforts need to be made for its applicability and usefulness to international reality, but it provides a new thinking to perceive the complex world and a new approach to conduct global affairs.
