根據世界衛生組織的統計，到二十一世紀時全世界人口約有近百分之七十五人口居住在都市：都市生活將是未來大部分人類共同的經驗。 都市是一個因人民基於生活需求而形成變革的有機組織，既然如此，市民對自己所生活的都市應有參與的權利和義務。面對都市這一個複雜有機組織的運作，市民(或指都市的主要使用者)的參與有助於釐清都市生活的方向和充實都市生活的發展內含。 本論文所探討的重點是市民性的都市生活，讓市民透過不同參與管道在都市生活的經營管理中費揮市民的明能。「市民性都市生活」強調正視市民多元分殊性，透過市民參與的方式增進彼此瞭解、建立政策共識、防止都市發展弊端、和擴大可共同分享的利益。本文探討的重點包括「市民性都市生活的意義和市民參與」、「健康的都市和市民參與」、租「市民參與的理念及作法」。
According to the World Health Organization's (WHO) statistics, about the 759% of the worlk population will be living in the urban areas by the year of 2000; urban life will be the common experience of the majority of human beings. City is an organic organization formulated or evolved base on the needs of its people. Therefore, citizens should have the rights and obligations to participate in their own city. As the major users of city, citizens' participation is conducive to c1arifythe direction of urban development and to enrich the contents of urban life. The focus of this paper is to disscuss the civic features or urban life; citizens have important roles to play in the urban affairs management. The "civic features of urban life" emphasizes the diversity among citizenry; citizens can enhance mutual understandings, consensus building ministration prevention, and sharing common interest through participation. This paper will explore the following points: " civicness-oriented urban life and citizen participation", healthy city and citizen participation", and "the ideas and implementation of citizen participation"﹒
