題名:國民中學學生數位公民能力指標建構之研究

本研究旨在建構適用於我國國民中學學生數位公民能力指標,並依據建構之指標形成問卷以探討學校教育人員對數位公民能力指標的認同程度。首先歸納分析國內外數位公民能力指標相關的文獻,以形成本研究指標建構初稿。其次透過訪談與二回合德懷術專家調查,輔以預試問卷施測並利用Amos統計工具進行信度、效度分析,建構出數位公民能力指標的九個向度與38個指標。
在實證調查階段,依本研究建構之指標自編「國民中學學生數位公民能力指標問卷」,並以分層隨機抽樣桃竹苗地區(桃園市、新竹縣、新竹市與苗栗縣)國中62間學校教育人員,總共發出問卷1415份,有效回收987份,有效樣本回收率為70%。資料處理採用的統計分析方法,包括探索性因素分析、信度分析、驗證性因素分析、描述統計、t考驗、單因子變異數分析等統計方法進行分析。本研究獲得以下結論:
一、本研究建構出國民中學學生數位公民能力指標9個向度及38個指標,可做為國中教育人員教導學生數位公民之參考
二、國中教育人員認為數位公民的重要性,以「數位素養」、「數位禮儀」、「數位健康與幸福感」相對較高,而認為「數位交易」的重要性相對較低
三、國中教育人員一致認為學生應具備自主管理使用數位科技是重要的議題
四、相較於年資淺的學校教育人員,資深的教育人員認為數位公民能力指標之「數位素養」、「數位交易」與「數位安全與隱私」的重要性相對較高
五、國中教育人員對數位交易,相較之下重視程度較低
本研究依據上述研究結論提出具體建議,供學校、政府教育單位及後續研究者參考。
The study aims to construct digital citizenship competence indicators for junior high school students which are suitable for use in Taiwan and to form a questionnaire based on the constructed indicators to explore the extent of secondary school educators’ recognition of the Digital Citizenship Indicator. First, the researcher summarized and analyzed relevant literature to the School Students Digital Citizenship Competence Indicator to formulate a draft for this research. Secondly, the researcher conducted 2 rounds of surveys utilizing the Delphi Technique and conducted interviews to compile experts’ opinions, as well as pre-questionnaire reliability and validity analysis with Amos 20. Finally, the researcher generalized indicators of Digital Citizenship.
At the stage of empirical investigation, according to the indicators in this study, the questionnaire survey was conducted, and a random sampling was conducted on a total of 1415 educator of 62 secondary School Tao-yuan County, Hsin-chu County, Hsin-chu City and Miao-li County. 987 questionnaires were totally collected and the response rate was 70%. The data was analyzed using explorative factor analysis, reliability analysis, confirmatory factor analysis, descriptive statistics, t-test, and One-way ANOVA. According to the findings of the study, the research results of the study are as follows:
1. The research constructs 9 dimensions and 38 indicators, and these indicators can be used as references for secondary school educators to teach Digital Citizenship.
2. As for the importance of the digital citizenship secondary school educators thank that: the “Digital Literacy”, “Digital Etiquette”, “Digital Health and Wellness” are higher than “Digital Commerce”.
3. The secondary school educators agree that it is an important issues for students to have self-management over the use of digital technology.
4. The secondary school educators have different opinions with digital citizenship, compared with the junior educators, senior educators think the indicators of “Digital Literacy”, “Digital Commerce”, and “Digital Security and Privacy” are more important.
5. For secondary school educators, “Digital Commerce” are less important.
Based on the study results, the specific proposal is put forward to school administrators, educational authorities as well as for future studies.
