Welfare localization is a big challenge. A fully developed community organization takes the lead and in cooperation with the other communities, it intends to develop human resources. This is considered as the basis of social welfare delivery in constructing community care services function. An effective community care needs a well organized community system. A good community organization requires the involvement of the local human resources to plan, implement and maintain the community care. In this research the flagship project of Pingtung Safe Happy Service Station, sponsored by the Interior Ministry has been discussed. This paper introduces various types of human resources within the community care. It describes recruiting, empowerment and management concerning the volunteer personnel for the care services. The experience and the difficulties of the community care service carried out by the local human resources are outlined for elaborating a model for further development of community care.
