This article provides a critical analysis of the constitutional amendments of 1999. It is divided into three sections. First, it reviews the constitutionality of the amendment process. Second, it examines, from a democratic perspective, the constitutionality of the provisions of the constitutional amendments that extend the terms of the parliamentarians. Third, it analyzes how the grand justices declare amendments unconstitutional. Finally, the author poses some viewpoints about the constitutional reforms.
