地區規劃決策中，衛平 (equity) 理念經常被規劃者提出，並爭辯計畫方案之衡平性，惟其甚少成功地引用此理念規劃決策上。本主即嘗試整合衛平理念應用至規劃程序。經比較功利主義、社會主義與倫理主義之衡平理念，提出：均衡、效用、效率、正義等四項衡平因素，並建立地區公共設施分配之衡平訣決策模式。另以此觀點檢討地區規劃的實施成效。藉以提供規劃決策者瞭解衡平因素影響計畫方案之決策層面。

Though planners often advocate equity, they are p1'obably less often sucessful in applying the equity to planning decisions. The intent of this article is to suggest way of incorporating equity into planning p1'ocesses. Compared equity concepts with utilitarian, neomarxism and ethicism, it is try to define equity characteristics applicable in p1anning. Decision model is explained for equity concepts (fiar, utility, efficency and justice) to the frame work for analyzing the distribution of urban services. From the equity point of view, reviewed some local p1ans and recommend here in order to describe how these factors might influence ultimate policy outputs.
