　　　　　本研究的主旨在於以腦力激盪方法來建構一個完整的老人保護網絡，並透過修訂老人福利法內容，增設老人保護專章，使老人保護網絡會有堅實的法律基礎。本研究的主要動機則有鑑於高齡化社會的來臨和家庭結構之變遷，老人福利必然是社會最關懷的主題，而亦是於社會價值觀之改變，尊老的觀念逐漸淡薄，老人地位也逐漸衰退，老人成為社會依賴和家庭的負擔。老人受到疏忽，甚至於老人受虐問題逐漸形成。老人受虐問題在歐美國家已逐漸受到重視，建構我國老人保護網落實有其必要性。 根據學者專家參與的腦力激盪座談會後，本研究不僅建構完整的老人福利法老人保護專章的條文，亦在施行細則上的作修訂，以供有關機構之參考。亦根據老人福利法的保護專章修訂，設計三個老人保護網絡圖：包括老人保護中心的組織架構、老人保護的輸送系統和老人保護工作的流程圖，以作為實質老人保護工作推廣之參考。
　　　　　The Purpose of This Study Intends to Build a Welfare Protection System for the Aged Persons through Brain-Storm Method. A Groud of Scholars Were Selected to Discuss This Issue, and from the Conclusion of That Meeting，The Researcher Designed a Aged Welfare Act of protection Section. Move Than 20 Items Were Designed as the Base to Establish a Welfare Protection System for the Aged Persons in Taiwan. Three Types of Models Were Designed in This Study. The Organizations of Protection System for Aged Persons; the Deliver System of Protection System for Aged Persons; and the Working Process of Protection System for the Aged Person.
