　　　　　利益團體在政策過程的運作與政治影響力一直是公共政策研究的核心議題之一，對於利益團體的研究主要有三種理論：多元主義(pluralism)、組合主義(corporatism)及馬克思主義(Marxism)。惟自一九八○年代，公共政策的探討興起了國家中心論(state-entered theory)的研究途徑，國家論者主張國家機關在政策制訂過程具有主動的地位，有本身的立場、企圖心和資源，可視為一個有決策自主性(autonomy)之積極行動者(actor)。有鑑於傳統公共政策的研究途徑低估國家機關在決策過程中的角色，本文試圖以政策網絡(policy network)的觀念檢視國家機關與利益團體間的關係，以及將國家行動者(state actor)的利益與活動視為國家機關自主性的表現，分析國家行動者與利益團體之間關係的性質，及此關係對於政策結果造成的影響，並進一步以英國、美國及臺灣的健康保險政策網絡作為實例分析。最後提出結論與政策建議。

　　　　　The political influence of the interest groups has long been central to the study of the public policy. Traditionally, interest groups studies have been dominated by three major political theories: pluralism, corporatism and Marxism. These theories can be seen as society-centered theories. Recently, some theorists have suggested the state-centered approach. They claimed that the state has distinct interests and policy preferences, which have high influence on policy outcomes. Thus, the key focus of this study is the nature of the relationships between state actors and interest groups, and the impact that these relationships have on policy development and final outcomes. In this study, the author will examine such relationships with two parts. The first part of this research is to introduce the concepts of policy networks and state autonomy. The second one is to use these concepts to analyze health insurance policy in Britain, the United States and Taiwan. Finally, the author will make some brief conclusions and policy recommendations.
