本文說明區域合作機制形成中霸權角色的重要性，主要分析中共促成「東亞經貿合作」，特別是「中國－東協自由貿易區」（十加一）過程中所採取的策略，希望以此證明中國大陸在「十加一」合作機制中的霸權角色，進而驗證新現實主義論者所強調的「區域主義」與霸權之間的關係；其次，本文檢視「十加一」與「十加三」的合作進度，包括會議的進展與中國在推動此合作機制上的努力與付出，藉此評估以「區域貿易集團」為中心，發展為「區域主義」的前景。本文強調東亞合作的挑戰性雖然高，但由於中國所推動合作，特別是「十加一」架構下的合作，已出現長久以來沒有的妥協與聯合的變化。對不少東亞國家而言，此等變化可能帶來區域經濟合作的逐步深化，也可能加強東亞國家對地理區域的認同。東亞的合作與歐洲經濟共同體相似，需要靠貿易管道方能擴大動力，但是，在國家實力懸殊的東亞區域中，唯有仰賴強權有計畫的付出才能帶動各國合作的意願。
The aim of this study is to examine the PRC's roles and strategies in the process of forming a new Asian regionalism. Currently, East Asia is witnessing the emergence of a few trade blocs and many ambitious projects implying closer integration in the region. According to the neo-realist perspective, regionalism is developing more fully in those areas of the world where there is a local hegemonic power that is able to create and maintain regional institutions. The hegemon bears the costs associated with providing political and diplomatic resources needed to establish the institutions through which regional interdependence can be attained. Further, the hegemon plays a key commercial and financial role in sustaining economic openness, such as serving as a large market and providing emergency liquidity in the face of currency crisis. By analyzing Beijing government's policies towards the process of forming a new Asian regionalism, this study provides new insights into the impact of hegemonic leadership on the formation of regionalism.
