台灣休閒農業的發展可分萌芽期、發展期與成長期三個階段,自1960年代的森林遊樂區及觀光果園、茶園開始;至1980年代政府以休閒農業的名稱進行輔導轉型;2000年代以來逐步完成相關法規、設置專職單位、建立休閒農業服務品質認證、並正式將休閒農業列入國家發展政策。各地方政府紛紛投入於區域內休閒產業的開發,希望能藉此振興區域觀光與帶動地方經濟,進而使台灣休閒農業的發展走向多元化。而在現今多元發展的同時,未來休閒農業需具有創新的適應能力,避免因產業發展對自然造成破壞並促進農村經濟。本研究以宜蘭地區休閒農業時空特性與環境規劃為例,探討休閒農業發展歷程及時空變化特性,並結合案例分析休閒農業環境資源及創意美學與永續生態的理念,以提升農村經濟與休閒農業發展。透過休閒農業時空特性與空間演化分析,歸納出休閒農業應尊重生態環境、強調因地制宜、創意美學與秉持永續生態的理念;同時研擬出適當的環境規劃理念與方法降低對環境的衝擊與破壞,使鄉村景觀生態得以永續發展,建構出休閒農業永續空間演化路徑。本研究結合以量化分析與質性研究,探討釐清休閒農業環境規劃與旅遊目的地吸引力與休閒滿意度之關聯。結果顯示,環境規劃與目的地吸引力對休閒滿意度有顯著的正相關,並可提供休閒農業業者及政府機關研擬政策與規劃,最後依據研究結論歸納出研究樣區的發展方向。
The development of leisure agriculture in Taiwan can be divided into three stages. The first stage refers to the forest recreation area and farm tourism that happened in the 1960s. The second stage referring to the 1980s was when this was named “leisure agriculture.” The third stage began from the 2000s, with the gradual establishment of relevant laws and the setting up of professional units. This was followed by the establishment of leisure agricultural service quality certification, which was included in the national development policy. The local governments devoted themselves to the development of leisure industry in the region, hoping to use this to revitalize the region's tourism and promote the local economy, thus further diversifying the development of Taiwan's leisure agriculture. This study examined the temporal and spatial characteristics in leisure agriculture and environment planning in the Yilan region to explore the development of leisure agriculture. A case analysis was conducted of leisure agriculture environment resources and creative aesthetics along with the concept of sustainable ecology in order to enhance rural economy and leisure agriculture development. Through the analysis of temporal and spatial characteristics and the spatial evolution of leisure agriculture, this paper concludes that leisure agriculture should respect the ecological environment and emphasize the concept of adapting to local conditions, creative aesthetics, and sustainable ecology. At the same time, appropriate environmental planning concepts and methods to reduce the impact and damage on the environment should be developed. This should be done in order to have sustainable development of rural landscape ecology and to build a sustainable evolution of leisure agriculture path. This study combined quantitative analysis and qualitative research to explore the relationship between leisure agriculture environmental planning and attractiveness for tourism and leisure satisfaction. The results show that there is a significant positive correlation between environmental planning and destination attractiveness and leisure satisfaction. Suggestions are offered to government agencies to develop policies and plans for leisure agriculture. Finally, the development direction of the research sample area is described in the conclusion of the study.
