自1993年國會全面改選後，我國的政黨政治即不斷變遷，但在複敷選區單記不可讓渡制的影響下，大致呈現溫和多黨體系。由於近年來我國政治並不穩定。因此，將區域立委選制改為單一選區多數決制，以促成兩黨體系的出現，就被許多人視為改革政治的良方，然此方案也受到小黨的反對。但是，單一選區多數決制是否真會有利於兩大黨而封殺小黨的生存空間？卻必須視選民的投票行為而定。本論文經由對臺中縣歷屆立委選舉開票資料的檢視，發現選民投票時以候選人認同為主要決定因素，且每個候選人都會選擇一些鄉鎮作為長期經營，因而我國的立委選舉其實是類似美國國會議員選舉的選區政治，只要候選人能作深入的基層經營，縱然其非大黨的候選人，仍有當選的機會。

Despite of undergoing fundamental political changes during recent years, the political framework in Taiwan has been, in general, maintained peacefully under SNTV since the over-all election of the congress in 1993. However, a new rule of game consists of plurality system is scheduled to implement in the congress election of 2007. This new system ahs generated lots of debates regarding the associated pro and con. It has been speculated that based on the new system, major parties tend to take more advantages that minor parties, and it will eventually force a multiple party system to become a dual party system. All minor parties are screened out in the due process. To see if minor parties will survive under the new rule of game, it all depends on the candidate qualification, not the party. How can a candidate win his/her seat depends upon the casting behavior of voters, not the party affiliation of the candidate. Based on the dates of the legislator elections in Taichung County, this paper identifies that candidates are more likely to gain major votes from communities where long term committed services are provided to voters. This paper concludes that no matter how the rule of game can be, provided with good service to voters and communities, candidates will have better chance to with the election, regardless their political party affiliation.
