「多元就業開發經濟型方案」的主要目標與預期效益為建構民間團體與政府部門間促進就業之合作夥伴關係，透過民間團體研提具創意性、地方性及發展性之計畫，引導失業者參與民間團體工作。經由政府與民間協力創造在地就業機會，培養失業者再就業能力，期待紓解弱勢勞工族群失業帶來的危機與壓力。並能在補助結束後，仍能持續經營，進而擴大僱用能力，提供失業者就業管道。 在此一方案進行過程中，非營利組織（NPO）扮演一個極重要的角色，本文透過個案分析、深入訪談與模式建立，以高雄縣「一家工場」為分析主體，探討身心障礙社團在弱勢勞工就業開發中可扮演的角色。本文認為目前非營利組織在兼具社團服務宗旨、企業化及促進就業開發三項任務上，「一家工場」初期以扮演「中介型」角色較適合；其次透過組織發展為「附屬事業型」，最終發展為「微型企業」應是較適合的路徑。 現階段我國非營利組織在人力、財務與組織制度等多方面仍然相對弱勢，要達到轉型為微型企業，進而發展成勞雇關係仍存在著相當的困難，但仍是可努力的目標。
The main expect purpose and benefit of Multiple Employment Development of Economic type Project is through NPOs' （Non-Profit Organization） creative, local and developable project to conduct people into private business and to build a partnership relation between NPOs and Government to promote employment. Through this corporations create local employment opportunity, cultivate reemployed ability and release the crisis and press of weak labor groups' unemployment. It wish those organizations can last to work, enlarge their employment ability and offer some employment channel for weak labors behind ending those subsides. During the process of the project, NPOs play an important role. This research use case study, depth interview method and establish a model to collect data. This research use EJob Workshop as a case, and suggests NPO to combine the organization mission, enterprise purpose and employment development. First step EJob Workshop is suitable to be an "Intermediated Type" role and second step can play a "Sub-enterprise Type", third step can develop to be a "Micro-Business". Most of NPOs are weak about human resource management, finance and organization system. It seems difficult to transform to micro -business and to create an employer -labor relationship.
