Since 1995, Taiwan has faced the increase of unemployment rate. In order to solve the problem of high unemployment rate and to create more job opportunities, the Taiwanese Government invested 20 billion NT dollars to implement “the Taiwan Sustainable Employment Program” in 2000. Based on the documents of 824 job promotion proposals evaluated by the Department of Labor in 2001, the purposes of this study are: 1). To analyze the characteristics of applicants and contents of proposals; 2) To explore the approval factors of proposal reviewing; 3). To compare the contents of proposals proposed by the NGO and the local governments.
