依據孫中山的《國民政府建國大綱》，建設的程序分為三個階段：軍政時期、訓政時期、憲政時期。1928年7月，北伐軍事完成，中國國民黨宣布結束軍政時期，進入訓政時期，成立五院制的國民政府。然而國民政府與中國國民黨是不同的組識體系，國民政府在執行政治方案上對中國國民黨負責，但是在法律上是國家最高機關。因此，中國國民黨與國民政府之間的關係成為一個值得研究的問題，黨和政府之間如何運作，成為瞭解訓政時期政治發展的一個重要課題。訓政時期的黨政運作，以中央政治會議為中國國民黨與國民政府之間的溝通管道。關於訓政時期的黨政關係以及中央政治會議的組織與運作，學術界過去的研究，偏重於制度層面的討論，對於執行過程中的問題，如中央政治會議的組識與中央執行委員會的關係、中央政治會議的職權如何運作、中央政治會議與黨政關係的發展等，則少有觸及。本文不打算重複討論訓政時期黨政關係或黨治的理論與制度，而以中央政治會議的檔案為基礎，從會議的實際運作，探討1928年至1937年之間的黨政關係。

According to Dr. Sun Yat-sen's ”Fundamentals of National Reconstruction”, the process of national reconstruction was divided into three stages: the period of military government, the period of political tutelage, the period of constitutional government. In July of 1928, the Northern Expedition was finished, the Kuomintang claims to end the military rule and beginning the period of political tutelage, establish the National Government consisting of Five Yuan. But National Government and the Kuomintang are different organization; the National Government is responsible for the Kuomintang in carrying out the political scheme, but a national supreme organ legally. Therefore, the relation between the Kuomintang and National Government becomes an issue that is worth research, how operate between the party and government, become an important subject of finding out about political development of political tutelage stage. The party and government operation of the political tutelage stage, regard Central Political Council as the communicative channel between the Kuomintang and National Government. Relation between party and government and organization and operation of the Central Political Council about the political tutelage stage, the research in the past of the academia, overweight the discussion of the system aspect. This article does not plan to re-discuss relation between party and government in the period of political tutelage, or principle and system of party dictatorship, and is based on archive of the Central Political Council, the operation from the Central Political Council, probe into the relation between party and government during 1928-1937.
