國家對外行為必然會涉及國家利益，據此可能發現，國家制訂對外政策也必然會有一套既定的準則加以參照，地緣政治密碼就是一組準則；更精確的說法，地緣政治密碼決定國家的利益，並且確認對國家利益的威脅以及對這些威脅可能的反應本質。本文分析臺灣的地緣政治密碼，並進一步探討，其在不同戰略層次上所代表的利益基礎。
