人權是人類文明發展的普世價值和共有資產，沒有一個國家或個人可以被排除，或者存在著雙重標準。馬英九總統在2009年3月完成兩項聯合國國際人權公約的簽署程序，獲得國際普遍肯定，象徵台灣在人權議題和國際接軌，也再次展現台灣深層參與國際社會的決心。為了貫徹人權立國的理念，在2010年12月10日成立任務編組的總統府「人權諮詢委員會」，並於2012年4月20日發表我國第一份「國家人權報告」。臺灣民主自由人權指標2012年調查問卷當中，在「人權重要性認知與評估」詢問弱勢人權保障的重要性程度與表現情形，將「外籍配偶人權」納入其中。本研究結果顯示受訪者認為外籍配偶人權的重要性為4.35，於全數弱勢人權保障中之重要性為倒數第二，僅高於外籍勞工人權。在表現情形的部分，受訪者評價外籍配偶人權的表現為2.8，同樣為弱勢人權保障中的倒數第二，顯示新移民的人權保障仍有努力的空間。然而，整體弱勢人權保障部分較2011年為佳。在此調查中，「個人自由與平等權」的問卷中有詢問「新移民權益之保障」，其子題即探究新移民人權議題：「我國政府對新移民，包括：外籍配偶及大陸配偶等的權益保障，您覺得做得好不好？」由歷年來調查研究結果顯示，自2009年的3.22、2010年的3.31至2011年的3.43分，說明新移民權益之保障程度有逐年略微提升的趨勢。

Human rights are universal values of human civilization and common assets, no country or individual can be excluded, and there is no double standard. President Ma had signed the UN Human Rights treaties in 2009, constructed the ”Human Rights Consultant Committee” in the President Office in 2010, and published the ”National Human Rights Report” at April 20, 2012. The research finding shows that Taiwan government must promote the human rights protection for the new immigrants, even though their human rights conditions tend to be improved year by year since 2009.
