人權是人類文明發展的普世價值和共有資產，沒有一個國家或個人可以被排除，或者存在著雙重標準。馬英九總統在就職過年前夕（98年3月）完成兩項聯合國國際人權公約的簽署程序，獲得國際普遍肯定，象徵臺灣在人權議題和國際接軌，也再次展現臺灣深層參與國際社會的決心。為了解臺灣人權發展的現況，本文擬比較歐美五個被普遍認同的權威人權研究機構近年來對臺灣人權表現的評鐘，作為臺灣人權信度分析的基礎。根據本文五個主要權威人權調查機構對臺灣人權調查結果之比較，建議未來臺灣必須積極研擬人權發展策略如下：第一、法務部各級法院檢察署、調查局、內政部警政署應更積極查察賄選，第二、政府應該更積極探求民瘼，回應民眾的需要，第三、在這波政府再造運動中應在法務部設立廉政署，積極檢肅貪潰，第四、將內政部消防署提升位階為災害防救委員會，第五、尋求廢除死刑，第六、修正（集會遊行法），第七、性工作除罪化，第八、通過難民法，中國難民亦應一併適用，第九、重視婦女人權，第十、加強查察販賣人口與虐待外鑄勞工，第十一、加強保障公民自由權，例如集會結社自由、入出境自由、言論自由，第十二、繼續推動司法獨立。

Human rights are universal values of human civilization and total assets, no country or individual can be excluded、and there is no double standard. To understand the current status of human rights development in Taiwan, this paper intends to compare the human rights performance by five widely recognized human rights institutions in recent years. According to the comparison of the survey results, the 12 strategies for the development of human rights in Taiwan are porvided as the following: first, the Anti-corruption Bureau, Investigation Bureau, and Nationa1 Police Agency should more proactively inspect the bribery; second, the government should more actively explore the hardships and sufferings, and respond to the needs of the people; third, to establish the Anti-corruption Bureau in this wave of reinventing government movement; fourth , to enhance the Fire-fighter Bureau to the Disaster Prevention and Protection Commission; fifth, to abolish the death penalty; sixth, to amend the Group and Rallies Law; seventh, the decriminaliation of sex workers; eighth, to legalize the Refugee Act, refugees should also be applicable to Chinaese; ninth, pay attention to the human rights of women; tenth, to serious1y inspect the foreign labor trafficking and abuse; eleventh, strengthen to protect the civil liberties, such as assembly, freedom of association, freedom of entry and exit, freedom of speech; finally continue to promote the independence of the judiciary.
