交通部於2004年訂定並發布超輕型載具管理辦法,使得超輕型載具在管理上有法源的依據,並由民用航空局作為主管機關。由過去幾年所發生超輕型載具飛行的意外事故,探究其原因,以未經認證之載具與操作者居多,部分使用未合法申請的飛行空域及活動場地所致;但近幾年來由於民航主管機關在法規及管理方面的努力與有效的執行,已使國內超輕載具的事件大幅減少。本研究藉由蒐集文獻與專家訪談,使用SWOT分析與TOWS矩陣,分析國內超輕型載具現有的問題及研擬改善策略,並以發放專家問卷的方式,第一階段利用模糊德爾菲法進行策略的篩選及確立研究架構,第二階段利用模糊層級分析法進行重要性排序及可行性評估計算,整合重要性與可行性以獲取當前須最優先執行改善的策略,期能改善國內超輕型載具的管理問題。
The Ministry of Transportation and Communications has enacted regulations for ultralight aircraft for the operator to abide by in 2004 and make the Civil Aeronautics Administration, the official authority, take charge of the ultralight aircraft, however, the incidents were still unavoidable in recent years. The major reasons were the aircraft and fliers without proper certification and some fliers take advantage of the airspace or flying field which was illegal and have not been granted authorization. It could be assumed that the official authority have not effectively managed this sector. A broad literature has been reviewed and experts interviews has been conducted. Then using SWOT analysis and TOWS matrix to analyze the existing problems and develop strategies for improvement. The questionnaires have been distributed to experts and analysis the data in two phases. The fuzzy Delphi method has been applied to develop improvement strategies out and consolidate the structure of study. The second part Fuzzy AHP method has been used to rank the importance and calculate feasibility of strategies. The importance and feasibility have then been integrated to find out the most important improvement strategies that need to be done immediately.
