The purpose of this study aims through century-old process, the Netherlands and the United Kingdom for public housing development history, Taiwan is currently in ongoing planning to explore public housing policy in order to solve the housing problem of the people, while also facing long-term public deficit increasing time and space background, that might take a public housing development mode and face. Firstly, the central government of the United Kingdom to take the path mode, Early in the urban renewal with "financial subsidies" approach to meet the "pro-housing" of demand; after 1980 national economic and political development path of change after the recent response to the state's financial burden the scope of Partnership for change "affordable residential" system mode. Also in the Netherlands under the central government's path mode "Residential Development Association" local plan for housing the core, uphold the "rental housing," the development of public rental housing for the orientation. With Taiwan and the United Kingdom, the Netherlands compare public housing system, the paper think that it is learning from the UK's "pro-housing" or Dutch "rental housing" model, the future of Taiwan must face the issue of urban housing and evaluation take the introduction of private capital management, legal agencies adopt a viable model of development.
