In most advanced countries, citizen participation in communicative environmental reform has become a new force for "reinventing government". Evidently through the cooperation between government and citizen groups, both sides will share a common fate and create mutual benefits. That is, what is the so-called a "win-win" situation. As a result, several scholars regard this kind of communicative action as another wave of "Si1ent Revolution". To respond this tendency, this paper suggests to succcssfully promote the "foster-park" policy, the government should enhance the idea of "PublicPrivate Partakership". By doing so, the "Communicative Consciousness" could be established and government's ability in managing public affairs could be further intensified.
