     自從社會上發生了一連串的重大刑案迄今未案,不僅引起了社會社各界對社會治安問題的嚴重關切,其對於警政改革更寄予深厚的期望。惟警政建設雖歷經數年來不斷的改善與強化,然警察的兩大勤務模式-打擊犯罪以及服務民眾,卻在數量化(Quantified)的績效評估方式下,造成了追求破案數字的警察組織文化,而事繁卻無績效給分可言之為民服務工作乏人問津。長期下來,嚴重的忽略了組織內部的員警與組織外部的民眾感受,遂使警政工作仍未能發揮其應有之效果,民眾對警察服務的滿意度每下愈況,員警工作的成就感與滿足感低落,同時社會治安亦未見好轉。此是否意謂著整個警政建設的改變方向應重新檢視?在重視增加裝備、人員之餘,警察的角色與功能應如何重新定位,方能切合社會與社區民眾之需求,似乎才是根本問題之所在。
