  近年來,與身心障礙者「轉銜(transition)相關的社會福利與特殊教育理念作法,於國內外均受到相當大的關切與重視。尤其轉銜實務中有關身心障礙者「自我擁護」(self-advocacy)與「自我決策」(self-determination)的探討與研究,近年來於美國更受到逐步地推廣與呼籲。然而,我國在推動身心障礙者轉銜服務的過程中,似乎對於身心障礙者轉銜中有關自我決策與擁護的精神、理念與相關實務作法方面,較少涉及與探討。同時在轉銜之相關法規中,亦缺乏有關身心障礙者自我決策與自我擁護之相關規範。儘管「身心障礙者保護法」與「特殊教育法」 之相關法規當中,均強調身心障礙者參與生涯轉銜計畫或個別化教育計畫的重要性,但我國並無有關自我決策之政策與法令來促進與提昇身心障礙者自我決策與自我擁護之相關作法,相當值得古人進一步省思。因此,本文謹就美國自我決議發展的觀點,探討轉銜服務階段中自我決策之相關概念、作法與課程方案,以供改善發展我國身心障礙者社會福利與特殊教育之參考。
