由於用水需求的不斷增加與潛在的缺水危機，水資源的永續管理成為當前臺灣的重要議題。公民參與決策過程的主張愈來愈受到重視。本文針對在2006年舉行的水資源管理公民會議進行程序面與影響面的評估，同時突顯公民參與決策過程的重要性，以及當前水資源政策與措施的爭議。首先，扼要介紹公民會議如何被視為是公民參與以及決策過程的有效工具，以及此次水資源管理公民會議是如何召開。本文採用數項指標來評估此公民會議，包括接受度與程序指標，以及對政治、政策與公民的影響。最後主張在水資源決策制定過程中應有更多公民會議的召開，並結合其他公民參與機制。

Sustainable water resource management has become a critical issue in Taiwan because of the increasing water demands and the potential crisis of water shortage. There is a growing emphasis on the involvement of the public in decision making in Taiwan. This paper evaluation the procedure and impacts of the consensus conference held on issues of 'water resource management', and highlights the significance of public involvement in decision making and disputes over current practices and policy measures taken for water resource management. This paper introduces the consensus conference method as a useful tool for public participation and decision process, and how the consensus conference on controversial water resources issues was conducted. It employs several criteria and provides the evaluation of the consensus conference, including acceptance and procedure criteria, and the impacts on politics, policy, and people. It concludes by arguing for more consensus conferences and combined participatory mechanisms in water resource decision making.
